This is reader on relativity for really naive readers. Herbert's goal is to prove that time travel is not impossible.
Light enjoy a special status in modern science: nothing can exceed its speed or both Relativity and Quantum Theory collapse, and with them our entire theory of the universe. Thus, the speed of light is a popular targer for writers of popular science at the border with science fiction.
Herbert makes a list of things that (appear to) travel faster than light and, of course, of things that (appear to) travel backwards in time. These are popular premises for devising all sorts of logical paradoxes.
